Town of Upham Monthly Meeting, April 1, 2010 Chairman Larry Anderson called the April meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. A full quorum was present. Also in attendance were Leah Antoniewicz, Tim Murphy and 17 registered visitors. The Clerk read the February Minutes. Chairman Anderson made a motion to accept the minutes as read. Supervisor Henke seconded. Motion carried. The Clerk read the March Minutes. Supervisor Henke made a motion to accept the minutes as read. Chairman Anderson seconded. Motion carried. The Treasurer reported the balance as of January 1, 2010 as $752,994.30, total receipts as of February 28, 2010 $1,242,363.78 and total disbursements as of February 28, 2010 of $1,776,379.21. Balance on hand as of February 28, 2010 was $218,978.21 Chairman Anderson made a motion to accept the Treasurer’s report. Supervisor Henke seconded. Motion carried. The Treasurer reported the balance as of January 1, 2010 as $752,994.30, total receipts as of March 31, 2010 $1,243,075.22 and total disbursements as of March 31, 2010 of $1,820,640.28. Balance on hand as of March 28, 2010 was $175,429.24. Chairman Anderson made a motion to accept the Treasurer’s report. Supervisor Henke seconded. Motion carried. The Summit Lake Postmaster, Greg Burkett, thanked the town board for an outstanding snowplowing season. Only one mailbox was knocked down and Justin promptly put it back up. Greg Burkett presented Justin Bender with an Award of Appreciation for a job well done. Chairman Anderson gave the March road report. The garage and vehicle area was the focus of improvements in March. Roadwork was at a minimum. A public hearing to propose an ordinance change to allow UTV vehicles on ATV routes in the town will be held prior to the May 4th, town board meeting. The ordinance will be placed on the May 2010 board meeting agenda for possible action Discussion of purchasing a John Deere 444C frontend loader from Cousineau’s for $11,000.00 took place. Chairman Anderson said that the town had been using the frontend loader for about eight weeks and it seems to be working good. It does need a few repairs especially tires. Chairman Anderson made a motion to purchase the frontend loader for $11,000.00. Supervisor Henke seconded. Motion carried. Chairman Anderson reported that the town had received a proposal from a tree trimming business to trim the trees along Forest Road at a cost of $10,000.00. Chairman Anderson said that the town would do the work themselves. The Annual Meeting will be Tuesday, April 13, 2010 at 7:00 p.m. at the Town Hall with an Open House at the garage at 6:30 prior to the meeting. Chairman Anderson reported that Langlade County Zoning will be mailing postcards to property owners who do not have septic systems on file for the purpose of inventorying septic systems. Supervisor Jansen made a motion to pay the April bills. Supervisor Henke seconded. Motion carried. Supervisor Jansen made a motion to adjourn the meeting. Supervisor Henke seconded.
