November 14, 2009 Budget Hearing & Special Meeting
BUDGET HEARING November 14, 2009 Chairman Larry Anderson called the Budget Hearing to order at 8:00 a.m. at the Upham Town Hall. Also present were Roger Henke, James Jansen, Tim Murphy, Leah Antoniewicz and 4 visitors. The clerk went over the proposed budget of $389,882. The Clerk explained that as of 12/31/09, the estimated cash balance would be $73,090.00 and that $40,300 of this balance had been included in the revenue to retain the same tax levy as 2009 of $186,127.00. The entire budget was gone through by account. Discussion took place concerning a wage increase for the full time highway employee from $8.50 an hour to $10.50 an hour. Nancy Bruce made a motion increase the hourly wage to $10.50. LeRoy Spielbauer seconded. Motion carried. Motion carried. The Clerk recommended that the full time employee should be made aware that in lieu of social security the town pays deferred compensation of 7.5% of gross wages. Further discussion took place to investigate the possibility of withholding social security for the employee and having the employee contribute to a retirement fund. Joyce Zacharias made a motion to make a $1,000.00 contribution to the Langlade County Humane Society. Richard Zacharias seconded. Seven Ayes, two Nays. Motion carried. Discussion took place regarding the cost of surveying the new section of the Summit Lake Lakeside cemetery and purchasing markers, building the access road and other expenses. While the amount of $4,800.00 is included in the proposed budget, the board would like the Park Commission to pay for these expenses out of their funds. LeRoy Spielbauer made a motion to adopt the 2010 Budget of $389,882.00. Nancy Bruce seconded. Motion carried. Nancy Bruce made a motion to adjourn the hearing. Richard Zacharias seconded. SPECIAL TOWN MEETING November 14, 2009 Chairman Larry Anderson called the special meeting to order at 9:00 a.m. Also present were Roger Henke, James Jansen, Tim Murphy, Leah Antoniewicz and 4 visitors. Pursuant to Sec 81.01(3) of Wis. Stats, a motion was made and seconded to approve the highway fund expenditures for 2010 of $191,619.00. Motion carried. Pursuant to Sec 60.10(1) of Wis. Stats, a motion was made and seconded to adopt the 2010 town tax levy of $186,127.00. The 2010 mil rate is .91363355 per thousand of assessed value. Chairman Anderson made a motion to adjourn the Special Town Meeting. Supervisor Henke seconded. Meeting adjourned. Leah Antoniewicz, Clerk
