October 6, 2009 Monthly Meeting
Town of Upham Monthly Meeting October 6, 2009 Chairman Larry Anderson called the October meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. A full quorum is present. Also present were, James Jansen, Roger Henke, Leah Antoniewicz, Tim Murphy and 21 registered visitors. The Clerk read the minutes of the September meeting. Supervisor Jansen made a motion to accept the minutes as read. Supervisor Henke seconded. Minutes approved. The Treasurer reported the balance as of January 1, 2009 as $743,890.06, total receipts as of September 30, 2009 of $1,359,885.62 and total disbursements as of September 30, 2009 of $1,951,710.30. Balance on hand as of September 30, 2009 was $152,065.38. Supervisor Henke made a motion to accept the Treasurer’s report. Supervisor Jansen seconded. Motion carried. Nancy Bruce requested that the town place “No Parking of Personal Watercraft or Boats” and “No Swimming” signs on Summit Lake at the lake approach by the Lakeside Cemetery. John Brunner of Waste Management presented a five-year contract that would commence January 1, 2010. This item will be placed on the November agenda for review and possible approval. Chairman Anderson presented the September road improvement report. Leah Antoniewicz represented the Park Commission Board and recommended to the Town Board that the Town hire Rusch Engineering and Surveying to locate boundaries and plat the new section of the Summit Lake Lakeside Cemetery at a cost not to exceed $3500.00. Supervisor Henke made a motion to approve the recommendation as stated. Supervisor Jansen seconded. Motion carried. Chairman Anderson thanked Cathy Owen for her donation to the town of men working signs. The 2010 Fire contract at a cost of $26,000.00 with Elcho was reviewed. Supervisor Jansen made a motion to approve the contract as presented. Supervisor Henke seconded. Motion carried with Chairman Anderson abstaining. A brief discussion of purchasing a backhoe took place. Due to the lack of funds, this item will be tabled to a later date. Passing of the Langlade County Comprehensive Plan Resolution was tabled until the board can see the actual plan. The 2010 Budget Hearing will be Saturday, November 14, 2009 at the Town Hall at 8:00 a.m. Supervisor Henke made a motion to pay the bills. Supervisor Jansen seconded. Motion carried. Supervisor Jansen made a motion to adjourn the meeting. Chairman Anderson seconded. Meeting adjourned. Leah Antoniewicz
