Town of Upham Monthly Meeting March 3, 2009 Chairman Rodger Lodholz called the March meeting to order at 7:00 p.m. Also present were, James Jansen, Roger Henke, Leah Antoniewicz, Tim Murphy and 22 visitors. The Clerk read the minutes of the February meeting. Supervisor Jansen made a motion to accept the minutes as read. Supervisor Henke seconded. Minutes approved. The Treasurer reported the balance as of January 1, 2009 as $743,890.06, total receipts as of February 28, 2009 of $1,198,451.17 and total disbursements as of February 28, 2009 of $1,724,038.99. Balance on hand as of February 28, 2009 was $218,302.24. Supervisor Jansen made a motion to accept the Treasurer’s report. Chairman Lodholz seconded. Motion carried. The Clerk recommended the following poll workers for the upcoming April 7, 2009 Spring Election: Nancy Bruce, Irene Buck, Diann Raith, Sandy Spielbauer all day and Sylvia Cross and Dixie Cherba to work a split shift with Sylvia working 6:15 a.m. to 2:00 p.m. and Dixie working from 2:00 p.m. to finish. Chairman Lodholz made a motion to make the above recommended appointments as poll workers for the April 7, 2009 Spring Election. Supervisor Henke seconded. Motion carried. The date for the April meeting will be Wednesday, April 8, 2009 at 7:00 p.m. The Annual Meeting will be April 22, 2009 at 7:00 p.m. The Clerk presented further findings of a solar powered light for the flagpole. Supervisor Jansen made a motion to buy a solar powered light for the flagpole at a cost of $300.00. Supervisor Henke seconded. Motion carried. The Clerk presented an application for a liquor license from Cassandra Scholz, Agent for Loony’s Bar and Grill, LLC who is buying Gumpy’s and then explained that she had heard that the financing for the sale of Gumpy’s had not been approved and that the sale had not been made. The clerk called for anyone from Gumpy’s or the intended Loony’s Bar and Grill to step forward. With no one present, to defend or counter the application Supervisor Jansen made a motion to table the application until further notice. Supervisor Henke seconded. No action was taken on this application. Discussion took place regarding paying for Larry Anderson to attend First Responder training. Supervisor Jansen made a motion to approve Larry Anderson to attend First Responder Training and for the town to pay one-half of the tuition, books and mileage and for Larry to pay the remaining half. Supervisor Henke seconded. Motion carried. The Clerk presented a request from David N. Larsen, Professional Geologist from REI Engineering, Inc. from Wausau for the Board to sign a Right of Entry and Indemnity Agreement to install a monitoring well on real property owned by the Town of Upham located on the west shoulder of Mill Road directly across from N9307 Mill Road. Dan Wink is REI’s client and has made this request. A brief discussion took place. Chairman Rodger Lodholz made a motion to allow the monitoring well to be installed and to sign the Right of Entry and Indemnity Agreement. Supervisor Henke seconded. Motion carried. The Clerk presented the application for attendance at the 2009 WTA District Meeting at Carter on Friday, March 27, 2009. Chairman Lodholz and Supervisors Jansen and Henke said they would go. The total cost is $105.00. Chairman Lodholz made a motion to pay the bills. Supervisor Henke seconded. Motion carried. Supervisor Henke made a motion to adjourn the meeting. Supervisor Jansen seconded. Meeting adjourned. Leah Antoniewicz
