Town of Upham Monthly Meeting July 1, 2008 Chairman Rodger Lodholz called the July meeting to order at 7:00 p.m. Also present were, James Jansen, Roger Henke, Leah Antoniewicz, Tim Murphy and 19 visitors. The Clerk read the minutes of the June Monthly meeting. Supervisor Henke made a motion to accept the minutes as read. Supervisor Jansen seconded. Minutes approved. The Treasurer reported the balance as of January 1, 2008 as $1,010,797.25, total receipts as of June 30, 2008 of $970,049.26 and total disbursements as of June 30, 2008 of $1,768,363.94. Balance on hand as of June 30, 2008 was $212,482.57. Supervisor Jansen made a motion to accept the Treasurer’s report. Chairman Lodholz seconded. Motion carried. During Visitor and Comment time, Carol Horneck thanked the town for allowing them to use the Town Hall for the ATV training. The clerk told the Board that a Mike Peterson has once again expressed an interest in the little camper that we use at the Transfer Site as a shelter for the attendant. Mr. Peterson has stated that he is more than willing to either purchase a different camper/shed for the dumpsite or purchase it for cash. The Board instructed the clerk to tell Mr. Peterson that if he should replace the camper it would have to be as nice, or better than the one we have. Roger Henke reported that Northeast Asphalt has completed blacktopping on Bogus Road. Rodger Lodholz reported that the portion of Log Road between Bogus Road and Borth Road that is on County Land, has been cleared of brush and rocks and is now passable. Steve Jackson of the County Forestry Office had given permission to the Town to complete this project. The Clerk read Petition for Grant of Variance #584-Douglas Lange, applicant request to place a 432 sq. ft. residential addition onto a structure located 33’ from Lower Clear Lake. The board took no action on this request and instead deferred it to the Variance Committee. The Clerk read Petition for Grant of Variance #585-Robert Melendy applicant request to construct a 24x28 garage to within 15’ of Black Oak Road (30’ is required). Chairman Lodholz made a motion to approve. Supervisor Henke seconded. Motion carried. The Clerk read Petition #805 applicant Langlade County. Rodger Lodholz is calling Steve Jackson for an explanation of request. The Clerk read Application for Minor Subdivision #1777, Frank Cherba applicant. Chairman Lodholz made a motion to approve. Supervisor Jansen seconded. Motion carried. The Clerk presented the liquor license application from Gumpy’s and explained that the Department of Revenue had sent a letter of approval for Gumpy’s to receive a Liquor License. Chairman Lodholz made a motion to approve. Supervisor Jansen seconded. Motion carried. Discussion took place in regards to borrowing money to complete 1.2 miles of blacktop on Forest Road. The estimated amount needed is $100,000. The Clerk presented a letter from Coletta B. DeMuth, Loan Analyst from the Board of Commissioners of Public Lands that states the terms of loans and the current interest rates. The Board instructed the Clerk to make application to the Board of Commissioners of Public Lands for $100,000 to blacktop 1.2 miles of Forest Road and to schedule a public hearing to be held July 23, 2008 at 7:00 p.m. to propose a resolution to borrow the funds to complete this project. Discussion took place regarding borrowing funds to build the town garage. The Board instructed the Clerk to make application to the Board of Commissioners of Public Lands for $20,000 to complete this project and to also include this item on the Public hearing Agenda for July 23, 2008. Supervisor Henke made a motion to pay the bills. Supervisor Jansen seconded. Motion carried. Supervisor Jansen made a motion to adjourn the meeting. Chairman Lodholz seconded. Meeting adjourned.
