Minutes of the 2010 Annual meeting of the Greater Bass Lake Protection and Rehabilitation District, Town of Upham, Langlade County, Wisconsin The 2009 annual meeting of the GBLP&RD was held at 2:00 pm on July 10, 2010 at the Town of Upham. Commissioners present: Jerry Jacobus- Chairman Roger Sell- Vice Chairman Michelle Arlen- Secretary/Treasure Tom Schultz- County Representative -It was a full house with only a few standing. -The meeting was called to order at 2:00 pm by Chairman Jerry Jacobus. He introduced the commissioners. -The minutes of the 2009 annual meeting were approved by motion Ray Porter and seconded by Carol Horneck and passed with no dissents. -The chairman introduced several people who volunteered their time around the district: Bob Arlen for doing the buoys’ and the Water Quality samples; Dick and Carol Horneck for doing the Ripples; Larry Krause for his continued work with the water quality levels; Ray and Dorothy Porter for the island use; Gail Kestly chairing the fireworks collection and her 8 volunteer collectors; Larry Anderson, Town Chair and Tom Schultz, County Representative for there work with the district. -Chris Hamerla, Lumberjack Aquatic Invasives Coordinator spoke on our water quality. We were fortunate enough to have him tour our lake (no charge). He reported that we currently have no invasive species in our lake. We do however have a lot of “Bladder Wart” which is the green weeds we see floating on the surface and coming ashore. This does not indicate a problem for the lake and it only means we have clean water. He is willing to do a presentation to the District at any time on invasive species. -Carol Horneck apologized if you did not get a Ripples in your envelope that was sent. Several envelopes were sticking together and copies given to 5 members were missing the Ripples. She does have more available if you need a copy please contact her. -Larry Krause gave an update on the summit Lake hearing. There will not be a response from the DNR until the 28th of July. -Jim Frycek, an Environmental Engineer, who lives on Bass Lake presented a time line and plan to have a delineation project done to begin our plan to return the creek between Summit and Bass Lake to the original state. Estimate cost is $4,000 to $8,000 and several months to complete. This is step one, and will involve a plea to the U.S. Army Corps of Engineers and the Environmental Protection Agency, Region 4, to return the creek to its original state. -The 2010-2011 Budget was approved by motion Otto Wirth and seconded by Peter VanDerhei. After discussion it was passed with no dissention. -The mil rate will be doubled next year from 0.05 to 0.10. This was motioned by John Nussbaum and seconded by Dick Hilger. After discussion it was a passed with only 1 opposed. -Discussion of passing a Regulation to stop water withdrawal from the lake-and ways to enforce it. It can be done but it is a lengthy process; therefore no one was interested in continuing the process. -The boat landing improvement is underway. Currently Larry Anderson is filling out a grant and our district is willing to share costs for the improvements. The signs that are posted now are not working as people are powering up their boats when loading and unloading. This causes a berm making loading more difficult. -It was motioned by Dick Hilger and seconded by Fritz Kestly to nominate Jim Tripp as our next commissioner to take Jerry Jacobus’s place, as his term was up. It was passed with no dissention. Thank you, Jerry, for all of your hard work during a very important time for our lake. Your hard work does not go unnoticed. -The AED training will take place Friday, July 16th at the Club house from 8-12 with the lake district picking up the tab for all lake members at $15 per person. -There is currently no action on the culvert update and improvement. -The usage of golf carts by children under the age of 16 was brought up. Many are concerned about someone getting hurt. Please keep any kids under the age of 16 without a valid driver’s license from driving the golf carts. The sheriff dept. were asked to be called if you see someone under the age of 16 driving a golf cart. -A motioned to adjourn was made by Chuck Lindeman and seconded by Larry Axlen. Motioned passed by a voice vote and the meeting was adjourned at 3:15 pm. -Immediately after the meeting the elected commissioners elected Roger Sell, Chairman; Michelle Arlen, Treas.; Jim Tripp Secretary Respectfully submitted, Michelle Arlen Treasurer
